Lobi comprises Makurdi and Guma LGAs; the Tor Lobi chairs the Lobi Intermediate Area Traditional Council; some argue for five Tiv blocs (Kwande, Jechira, Jemgbagh, Sankera, Minda), others for six first-class chiefdoms, with Minda holding two, Lobi and Gwer.
